Time is of the essence. If you have been waiting for the right moment to secure funding for your community project, this is it.

The Washington State Coalition of African Community Leaders (WSCACL), in partnership with the Washington State Department of Health (DOH) and the Frontline Funding Collaborative, is issuing a final call for the HEAL Act Round 3 subgrant applications.

The application window closes TONIGHT, June 22, 2026, at 11:59 PM PST.

We have a major update that makes this opportunity more accessible than ever: The requirement to submit a detailed project plan and budget is now OPTIONAL.

Our goal is to remove every possible barrier standing between your organization and the resources you need to serve your community. If the paperwork was holding you back, it is time to log in and submit your application.

Quick Facts: What You Need to Know Right Now

Before you dive into the portal, here are the essential details of this funding round:

  • Total Funding Available: $167,500 for Round 3.
  • Individual Organization Grants: Up to $10,000.
  • Partnership Grants: Up to $18,000 (for two or more organizations working together).
  • Application Portal: All submissions must go through the JustFund portal.
  • Deadline: June 22, 2026, at 11:59 PM PST.

The Big Change: No Project Plan Required

We heard your feedback. We know that grassroots leaders are often stretched thin, and writing a 10-page project plan with a complex budget sheet can be a daunting task during a busy season.

To ensure that these funds reach the communities that need them most, we have simplified the process. You are no longer required to upload a project plan or budget to be considered for this funding.

If you already have a project plan or a budget draft ready, that’s great! You are more than welcome to email it to us at info@wscacl.org to provide more context for your work. However, it is not mandatory for your application to be reviewed and approved. We want to see your vision, not just your spreadsheets.

Is Your Organization Eligible?

We are looking for organizations that are deeply rooted in their communities and committed to environmental justice. To apply, you must meet the following criteria:

  • Organization Type: You must be a 501(c)(3) nonprofit or have a fiscally sponsored group.
  • Location: Your work must serve communities within Washington State.
  • Target Audience: We prioritize groups serving overburdened communities and those highly impacted by environmental health disparities.
  • Coalition Status: You do not need to be a member of WSCACL to apply. This is an open call for all leaders within the African Diaspora and allied community organizations.

Geographic Diversity: We Want to Hear from Every Corner of WA

While many of our partners are based in the Puget Sound area, the HEAL Act is a statewide initiative. We are making a concerted effort to fund projects across all 22 of the 39 Washington counties.

If you are leading a project in a rural area or a county that often feels overlooked by large grant cycles, we especially want to hear from you. Your community's voice is vital to creating a "Healthy Environment for All."

What Kind of Projects Are We Funding?

The HEAL Act (Healthy Environment for All) is centered on environmental justice and health equity. We are looking for projects that address the root causes of environmental health disparities.

Eligible project themes include, but are not limited to:

1. Food Sovereignty and Urban Agriculture

Community gardens, local food distribution networks, and initiatives that give our communities control over their own nutritional health.

A variety of fresh, healthy groceries representing our commitment to sustainable food access and community health advocacy.

2. Green Spaces and Parks

Improving access to safe, clean, and culturally relevant outdoor spaces for families and elders.

3. Clean Energy and Climate Resilience

Projects that help our communities transition to renewable energy or prepare for the impacts of climate change (such as smoke-ready air filtration or cooling centers).

4. Youth Engagement and Education

Empowering the next generation of African Diaspora leaders to understand and advocate for environmental justice.

5. Community Outreach and Advocacy

Building the "Powerful Civic Leadership" mentioned in the Seattle Foundation's strategic pillars to ensure our voices are heard in policy decisions.

Step-by-Step: How to Apply Before Midnight

Don't let the clock run out. Follow these steps to get your application in:

  1. Log in to JustFund: If you don't have an account, it takes only a few minutes to set one up.
  2. Search for WSCACL: Find the "HEAL Act Round 3" opportunity.
  3. Fill out the core questions: Focus on your mission, the community you serve, and what you hope to achieve.
  4. Skip the Budget/Plan Upload: Unless you want to include it, you can move past this section.
  5. Submit: Ensure you hit the submit button before 11:59 PM PST.

Warning: The portal may experience high traffic in the final hour. We strongly recommend submitting at least two hours before the deadline to avoid any technical glitches.

Why You Shouldn't Wait for Round 4

While there will be a Round 4 of funding later this year, there is no guarantee that the requirements will remain this flexible or that the funding levels will be the same.
