Healthy Environment for All (HEAL) Subgrant Program- Round 3

Program Overview
The Healthy Environment for All (HEAL) Act was passed in 2021 to reduce environmental and health disparities, equitably distribute environmental benefits, and improve the health of all people in Washington state. WSCACL is seeking qualified non-profit organizations to apply for subgrant funds to significantly increase the geographic diversity of impactful Environmental Justice (EJ) HEAL projects conducted in overburdened communities. Funding will maintain and strengthen community capacity to engage with HEAL Act agencies and the Environmental Justice Council and ensure community-led decision making to advance EJ and build climate resilience.
Funding Information
- Maximum Award: Up to $ 10,000 per individual organization subgrantee (Individual organizations); Up to $18,000 per partnership subgrantees (Partnership organizations).
- There will be a total of $167,500 funding distributed in Round 3 of WSCACL HEAL Subgrantee funding. A 4th Round of Subgrantee funding of $167,500 will be distributed later in 2026-7.
Eligible Applicants & Grant Criteria
Eligible applicants include:
- Applicants must be a Nonprofit, 501(c)(3) community-based organizations and (organizations that they fiscally sponsor) throughout Washington who work with overburdened and vulnerable communities.
- WSCACL membership is not required to apply. Any Washington state non profit or environmentally impactful project conducted in the state of Washington by a non-profit is eligible to apply.
- Project geographic diversity is a priority criterion in this statewide HEAL capacity funding. We have a total of 39 counties in WA state and our goal is to support overburdened communities with HEAL capacity project funding in at least 22 different counties in Round 3 and Round 4 2026-7 funding.
Application Requirements
Applications must include:
- Organizational background.
- Community need statement.
- Project description, zip code (s), and project plan.
- Budget and budget narrative.
- How your community will collaborate with and inform other communities and state agencies.
Scope of Work
Subgrantees must implement at least one HEAL-aligned strategy. Below are a list of the Top 11 WSCACL 2025-26 HEAL Subgrantees’ climate/EJ project categories:
- Food Sovereignty
- Urban agriculture
- Community Education,
- Green Space Access
- Environmental Justice Advocacy & Organizing
- Green Economy
- Infrastructure and Community Health
- Air quality, Water quality
- Clean energy, Environmental Justice Workforce development
- Youth engagement & intergenerational learning
- Direct Climate impact (ex: tree planting)
Projects must emphasize sustainability and health equity:
- Conduct an environmentally impactful project or continue their environmentally impactful project with overburdened and vulnerable communities in an area with a score 7 or higher Environmental Health Disparity Information by Location | Washington Tracking Network (WTN)).
- How your community will collaborate with and inform other communities and state agencies.

Do I have to be a member of WSCACL?
No. This application is open to any non-profit, 501 (c) (3) community-based organizations and organizations that they fiscally sponsor conducting environmentally impactful projects in the state of Washington.
What kind of organizations qualify for partnerships?
Any non-profit, community-based organizations and organizations that they fiscally sponsor throughout the state of Washington who work with overburdened and vulnerable communities are encouraged to apply for these unique capacity grants.
What is/are the priority of criteria area(s)?
Project geographic diversity is a priority criterion in this statewide HEAL capacity funding. The state of Washington has a total of 39 counties within its boundaries and WSCACL’s goal is to support overburdened communities with HEAL capacity project funding in at least 22 different counties in Round 3 and Round 4 2026-7 funding.
Subgrantees must implement at least one HEAL-aligned strategy focus project.
